Davis\u2026[is] that the Southern Confederacy will be recognized, not as a power, not as a Government, but simply as a \u201cbelligerent,\u201d as the <em>Tribune<\/em> noted. As a result, \u201c<a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/35989\" target=\"_blank\" rel=\"noopener\">Jeff Davis\u2019s privateers<\/a> [would] not be seized\u201d unless they interfered with English merchant ships. Some Confederates had predicted that the United Kingdom would immediately intervene in the Civil War, but the Foreign Secretary\u2019s announcement had dashed those hopes. \u201cThe wild idea that England will send out a naval force to break through the blockade established by the United States Government, is not mentioned as a thing which has ever been dreamed of in Downing street,\u201d as the <em>Tribune<\/em><a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/36993\" target=\"_blank\" rel=\"noopener\"> explained<\/a>.
