Many northerners responded and rushed to create volunteer regiments. Yet when African Americans offered to serve, northern officials turned them down. After Ohio <a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/5562\" target=\"_blank\">Governor William Dennison<\/a> denied a request, the Cleveland <em>Herald<\/em> <a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/34950\" target=\"_blank\">called his decision<\/a> \u201ceminently proper.\u201d While the <em>Herald<\/em> did not want to \u201cimpugn the motives of those\u2026who wish to raise military companies,\u201d the editor believed that \u201cthe enlistment of colored troops would dampen, if not kill, the ardor of the masses now rushing to arms.\u201d The <em>Herald<\/em> was also concerned that such action \u201cwould embitter the present contest and render utterly hopeless any prospect of peace.\u201d Two years later, however, the War Department authorized the creation of the <a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/32496\" target=\"_blank\">United States Colored Troops<\/a>. Within months new USCT regiments were participating in battles, including those at <a href=\"http:\/\/housedivided.dickinson.edu\/sites\/blogdivided\/2010\/07\/12\/the-battle-of-millikens-bend-june-7-1863\/\" target=\"_blank\">Milliken\u2019s Bend<\/a> and <a href=\"http:\/\/housedivided.dickinson.edu\/sites\/blogdivided\/2010\/06\/04\/william-h-carney-at-fort-wagner\/\" target=\"_blank\">Fort Wagner<\/a>. The Cleveland <em>Herald<\/em> joined other northern newspapers which changed their editorial stance on African Americans in the military and even supported the call for USCT troops to receive pay equal to white soldiers. After Congress passed the necessary legislation in 1864, the <em>Herald<\/em> <a href=\"http:\/\/hd.housedivided.dickinson.edu\/node\/34952\" target=\"_blank\">noted that<\/a> \u201cthis simple act of justice has been quite too long delayed.\u201d Joseph T. Glatthaar&#8217;s <em><a href=\"http:\/\/books.google.com\/books?id=-pSJxZ9wqt4C&amp; \" target=\"_blank\">Forged in Battle: The Civil War Alliance of Black Soldiers and White Officers<\/a><\/em> (1990), Howard C.
