While legislators did not appropriate the necessary funds, they accepted a private donation to set up an institution <a href=\" http:\/\/www.archive.org\/stream\/pennsylvaniassol00pauluoft#page\/42\/mode\/2up\" target=\"_blank\">whose mission<\/a> was \u201cthe education and maintenance of destitute orphan children of deceased soldiers and sailors.\u201d Children remained in the system until age sixteen \u2013 for example, see <a href=\"http:\/\/books.google.com\/books?id=-UVOAAAAMAAJ&amp;dq=%22Annual%20report%20of%20the%20Pennsylvania%20Commission%20of%20Soldiers'%20Orphan%20Schools%22&amp;pg=PA48#v=onepage&amp;q&amp;f=true\" target=\"_blank\">this list<\/a> of \u201cSixteeners\u201d who left in 1877. Schools were set up in <a href=\"http:\/\/www.archive.org\/stream\/pennsylvaniassol00pauluoft#page\/xiv\/mode\/2up\" target=\"_blank\">communities across the state<\/a>, including the White Hall School in Camp Hill. Professor David Denlinger opened the school in May 1866, but he quickly ran into trouble. As \u201cthe building was\u2026unsuitable for a school of this kind,\u201d James Laughery Paul <a href=\"http:\/\/www.archive.org\/stream\/pennsylvaniassol00pauluoft#page\/n405\/mode\/2up\" target=\"_blank\">explains <\/a>that that \u201ctyphoid fever prevailed to an alarming extent in the fall of 1867 and quite a number of deaths occurred.\u201d While the school closed in 1890, alumni returned to Camp Hill in 1926 and dedicated a monument in Willow Park (located at intersection of 24th &amp; Walnut Streets).
