While \u201cGeneral Grant [was] not afraid of newspaper criticism,\u201d the New York <em>Herald<\/em> described  that others \u201cgenerals exhibit[ed]\u2026excessive sensitiveness to criticism.\u201d These generals put in place \u201cstringent measures\u201d against newspapers and in some cases even arrested reporters.
